### What changes were proposed in this pull request?
This pr change to use Jackson instead of json4s to serialize
`RocksDBMetrics`.
### Why are the changes needed?
Weaken the dependence on `json4s`.
### Does this PR introduce _any_ user-facing change?
No. In fact, `RocksDBMetrics.json` is only used to print logs now.
### How was this patch tested?
- Pass GitHub Actions
- Manually compare json results:
