### What changes were proposed in this pull request?
This PR adds the dictionary support in `SparkSession.config`, see also
SPARK-40163
### Why are the changes needed?
For API parity w/ Scala side.
### Does this PR introduce _any_ user-facing change?
Yes. After this change, users can pass a dictionary as below:
```python
>>> SparkSession.builder.config(
... map={"spark.some.config.number": 123, "spark.some.config.float":
0.123})
```
### How was this patch tested?
Manually tested, and doctest was added.
