sorry I've was busy with other stuff end of last week.
I'm ok with putting this in if others are ok with it. Worst case you can
change the config to be the same as the heartbeat so no harm there. Best case
this helps small jobs in empty queues get containers quicker. Unless someone is
willing to test this out with some real jobs and workloads (which can be time
consuming) we can put it in and see how it goes.
The change from 5 second to 3 second heartbeat should help everyone and
won't be to much load on RM.
