   ### What changes were proposed in this pull request?
   The pr aims to display `the Spark WEB UI address` when spark-sql startup.
   
   ### Why are the changes needed?
   Promoting user experience.
   
   1.when I execute spark-shell, the startup prompt information is displayed as 
follows

   2.but spark-sql, the startup prompt information is displayed as follows

   The lack of Spark UI address prompt is not very convenient, and I have to go 
to the configuration file to find similar information mentioned above.

   Pass GA & Manually test.
