### What changes were proposed in this pull request? After [SPARK-42452](https://issues.apache.org/jira/browse/SPARK-42452), Spark no longer supported build&test with hadoop 2, then `ResourceRequestHelper.isYarnResourceTypesAvailable` will always return `true` with Hadoop 3 So this pr remove `isYarnResourceTypesAvailable` from `ResourceRequestHelper` and clean up other usage of `isYarnResourceTypesAvailable`. ### Why are the changes needed?
