### What changes were proposed in this pull request?
Use `CompletableFuture` to implement retry logic, and retry operations are
performed asynchronously.
### Why are the changes needed?
`BlockStoreClient#getHostLocalDirs` RPC did not retry when `IOexception`
occurred, and then `FetchFailedException` was thrown.
