### What changes were proposed in this pull request? This PR proposes revisiting the issues related to the existing [pandas API on Spark with Spark Connect](https://issues.apache.org/jira/browse/SPARK-42497), resolving the tickets that have been addressed, and consolidating tickets with overlapping issues into one, in order to streamline the remaining tasks. ### Why are the changes needed? The objective is to streamline the remaining [pandas API on Spark with Spark Connect](https://issues.apache.org/jira/browse/SPARK-42497) tasks in order to expedite the progress. ### Does this PR introduce _any_ user-facing change?
