Could you clarify this:
(legacyTimeParserPolicy = LEGACY || timestampType == TimestampLTZType)
we are trying to parse it as NTZ, and it is parsable we return
`TimestampLTZType`?
This confuses me, return `TIMESTAMP LTZ` when the input was parsed by a NTZ
function.
