I updated my PR. I realised that weirdly it worked in my IDE but doesn't work in local build. I could reproduce the failure. Officially https://docs.scala-lang.org/sips/static-members.html has to be supported, and that's from Scala 3. I filed a JIRA for now. Now, this PR will only adds the API into Scala and Python only for now. Therefore, I did not deprecate it in Scala (for Java), and deprecated them in Python.
