Updated. I removed the "abort stage" inside `cancelTasks` but move it to
after the callers of `cancelTasks`. I also added a new conf
`spark.scheduler.stage.abortStageAfterCancelTasks` to control wether we should
abort the stage after `cancelTasks`. By default, we don't abort.
