The order is guaranteed to be consistent if the attempts have proper
metadata; for example, for app id `local-1430917381535` in your test, both
attempts have the same start and end time. That will cause the sorting code to
not be reliable, but in the real world that will never happen because you'll
never have two attempts with the same start / end time.
