### What changes were proposed in this pull request? I am proposing additional optimizer rules for conditionals (`If` and `CaseWhen` expressions) whose branches are themselves predicates. These could be written as Boolean logic and would thus allow filters containing such expressions to be pushed to a data source. ### Why are the changes needed? The primary motivation is to allow filters to be pushed and thus potentially handled by a datasource. ### Does this PR introduce _any_ user-facing change? No ### How was this patch tested?
