Add WITH OPTIONS syntax to read relations This is a continuation of https://github.com/apache/spark/pull/41683 based on @cloud-fan's nice suggestion. That was itself a continuation of https://github.com/apache/spark/pull/34072. ### Why are the changes needed? Currently there is no way to dynamically configure individual DataSource relations in Spark SQL query , compared to DataFrameReader ### Does this PR introduce _any_ user-facing change?
