Yes, as @srowen said, this implementation is not the intent of the JIRA.
According to my knowledge, this problem is not easy to handle with an elegant
solution, if you'd like to take a crack at it, I think it would be better to
discuss on JIRA first with your design doc, so this will be more effective :).
