[SPARK-7952][SQL] compare Literals instead of its value in
BooleanEqualization

This PR fixes a bug introduced in https://github.com/apache/spark/pull/6505.
Decimal literal's values is not `java.math.BigDecimal`, but Spark SQL
internal type: `Decimal`. However, to make it more rubout, we should just
compare `Literal`s instead of changing `java.math.BigDecimal` to the internal
`Decimal`.
