@neilramaswamy Yeah I have to call it out as "state watermark" rather than "watermark for eviction". I originally thought `state watermark <= watermark for eviction`, but you've provided the case of `state watermark > watermark for eviction` which seems to also make sense. The case is still handled in this PR, but good to update the PR explanation to replace "watermark for eviction" to "state watermark".
