This is just to wrap `stringLit` into `sqlStateValue` for clarity in
`AstBuilder` and `SqlBaseParser` so we know SQLSTATE should be there.
`SQLSTATE VALUE? sqlStateValue` can be found in `declareConditionStatement`
rule in parser.
