Apparently this dependency dates all the way back to [SPARK-1022](https://issues.apache.org/jira/browse/SPARK-1022). That patch added the dependency, but didn't include any code that needed it. I couldn't find any discussion of why the dependency was needed, but the current code definitely doesn't use it. I am seeing some flakiness in the Kafka tests locally.
