@mateiz I factored out NumericRange changes to #776. Now back to this PR,
what semantics should we enforce? Specifically, should we enforce same size
requirement on the last partition? I also wonder why we allow empty partitions
when slicing. Should the number of partitions be capped at the number of
elements to ensure each partition has at least one element?
