   Yea found it, this is because of 
https://github.com/apache/spark/blob/master/sql/core/src/test/scala/org/apache/spark/sql/test/SQLTestUtils.scala#L383
  , the test fixture does 'use default' at the end.  Changed to use 
'withNamepsace'

Review Comment:
   Makes sense, changed to not populate 'namespace' unless there's multi-part.  
There's not a ton of value in having an empty array just because the catalog 
supports it, for a non-multi-part-namespace procedure.
