The test failure was from my chnage.
Looks like default for `SHUFFLE_DEPENDENCY_FILE_CLEANUP_ENABLED`,
`SHUFFLE_DEPENDENCY_SKIP_MIGRATION_ENABLED` is `Utils.isTesting`,
which was forcing cleanup before the test assertions (on the cleaned up
files)
