HI @vanzin I dropped a few inline comments about the important changes, I
know its unfortunate this has to touch so many spots. I'll add that almost all
of the test changes are completely unimportant, except for the test I've added
obviously. And I would appreciate a reviewer taking a close look at the new
mutiple attempt test. In general, the important changes are everything related
to `ShuffleBlockId`, `ShuffleManger`, `MapStatus`, `IndexShuffleBlockResolver`
and `FileShuffleBlockResolver`.
