   ### What changes were proposed in this pull request?
   This PR fixes a NullPointerException in stream-stream join state format 
versions 2 and 3 when getJoinedRows() is called with null values present in the 
state store.
   The fix includes two changes to SymmetricHashJoinStateManager.scala:
   
   1. KeyWithIndexToValueRowConverterFormatV2.convertToValueRow() (line 
716-724): Added null check to handle null values gracefully instead of passing 
them to UnsafeProjection, which caused NPE.
   2. getJoinedRows() (line 150-151): Added filter to skip null values before 
processing them, preventing attempts to generate joined rows from null values 
and put null values back to the state store.

   When skipNullsForStreamStreamJoins is enabled, null values can exist in the 
state store. The getJoinedRows() method would fail with NPE when:
   1. It encounters a null value while iterating
   2. It tries to generate a joined row from the null value
   3. It attempts to update the matched flag by calling put() with the null 
value
   
   This bug affects both state format versions 2 and 3, as they share the same 
KeyWithIndexToValueRowConverterFormatV2 implementation. The only
   difference between v2 and v3 is that v3 uses virtual column families.
   
   The issue was not caught by existing unit tests because they only test the 
get() method, not getJoinedRows(). The get() method simply returns values 
without attempting to update matched flags or put values back to the store.
