@mridulm maybe we can extend the config visibility: for now it's only PUBLIC and INTERNAL. Maybe we can add one more: PRIVATE. People can only set PRIVATE configs in the config file and it can't be overridden with other configs or SparkContext/SparkSession config APIs.
