Yea, I expected it's hard to switch orders. Executor initialization is quite intricate after years develop iterations. The problem of heartbeat timeout after switch the initialization order is still that we send executor-is-ready notification to driver too early before the executor is really ready. Driver expects fresh heartbeat bump once it receives `RegisterExecutor` from executor, while the executor has not even initialized heartbeat sender.
