btw, we are currently setting the PATH variable for python3/anaconda in the
both this script as well as in the build config on jenkins. this makes for a
sad shane... i'd really like us to only do this once, and if we do it in the
build config it'll take some (albeit minor) complexity out of run-tests.py.
