Concern: `Schedulable` and `SchedulingAlgorithm` are currently
`private[spark]`. Widening to `@DeveloperApi` is an irreversible API commitment
- MiMa will enforce backward compatibility on every public member from here
forward. Is this surface is minimal and stable enough to expose permanently?
Typically new public APIs in core would need explicit sign-off from a commiter
/ PMC.
