### What changes were proposed in this pull request? Add a README that captures key design decisions and guidance related to our GitHub workflows. ### Why are the changes needed? I did a lot of research into the how and why of various workflows as part of #57015. I believe this research would be very useful for other contributors working with these workflows. This new README is intended to capture a useful summary of why things are the way they are, and how to keep things working for the project and in compliance with ASF guidance and limits. ### Does this PR introduce _any_ user-facing change?
