### What changes were proposed in this pull request? In the FileSourceScanExec, having two flavours of FileScanRDD , one which always reads vectorized read irrespective of the sql conf flag, and other which is the usual form which respects the sql conf. will add details tomorow. ### Why are the changes needed?
