Superseded by #35 (SPARK-59657), which applies this update — base64 0.22 ->
0.23 — along with the other.
Closing rather than merging because this branch was cut before #29 landed,
so as filed it also reverts `jsonwebtoken` from `{ version = "10", features =
["use_pem", "rust_crypto"] }` back to `"9"` and drops around 270 lines from
`Cargo.lock`. That would undo the crypto provider selection from SPARK-59552
while still compiling and still passing every test, so it is not something CI
would flag.
The update itself checked out: verified on current `main` in #35. Thanks,
