This PR aims to build the operator image once in `build-image` and share it with the `K8s Integration Tests` and `Helm Tests` jobs via a workflow artifact. - `build-image` saves the image with `docker save | zstd` and uploads it with `actions/upload-artifact` (`retention-days: 1`). - `k8s-integration-tests` and `helm-tests` now depend on `build-image`, drop the JDK 26 and Gradle setup steps, and load the image with `minikube image load` instead of running `./gradlew buildDockerImage`. ### Why are the changes needed? Each of the 28 K8s/Helm jobs rebuilt the same image in 165~194 seconds after setting up JDK and Gradle, while `build-image` discarded its own build. This saves about 70 job-minutes per run. These jobs now start about 3 minutes later because they wait for `build-image`. Each job also finishes about 3 minutes sooner, so the critical path stays similar and the `max-parallel: 20` queue shrinks.
