This PR aims to apply the flavors of an admitted Kueue `Workload` when the `kueue.x-k8s.io/queue-name` label was removed, like the labeled path does via `applyAdmittedFlavors`. ### Why are the changes needed? If the label is removed after the driver (or master) was created but before its status is updated, the secondary resources are applied again without the flavors. As a result, executors lose the node selector and tolerations, and `SparkCluster` pods restart. ### Does this PR introduce _any_ user-facing change? Yes, but only when `spark.kubernetes.operator.kueue.enabled` is true. It is disabled by default. ### How was this patch tested?
