This PR aims to use `gradle:9.8.0-jdk26-resolute` (Ubuntu 26.04 LTS) instead of `gradle:9.8.0-jdk26-noble` (Ubuntu 24.04 LTS) for the builder stage of `build-tools/docker/Dockerfile`. ### Why are the changes needed?
