### What changes were proposed in this pull request? This PR aims to use `ubuntu-26.04` (and `ubuntu-26.04-arm`) instead of `ubuntu-latest` (and `ubuntu-24.04-arm`) in GitHub Actions. The `build-ubuntu-latest` job is also renamed to `build-ubuntu`. ### Why are the changes needed? The [Ubuntu 26 runner image became generally available](https://github.blog/changelog/2026-09-17-ubuntu-26-generally-available-and-latest-migration) (2026-09-17), and `ubuntu-latest` will be migrated from 24.04 to 26.04 between 2026-10-19 and 2026-11-19. Pinning it explicitly lets us validate the change in advance and keeps the x64 and arm64 jobs on the same OS version. ### Does this PR introduce _any_ user-facing change? No. ### How was this patch tested? Pass the CIs.
