This PR aims to use Kueue [v0.20.0](https://github.com/kubernetes-sigs/kueue/releases/tag/v0.20.0) (2026-09-30) instead of v0.19.4 in the Kueue E2E tests of GitHub Actions CI by updating `KUEUE_VERSION` in `build_and_test.yml`. ### Why are the changes needed? Kueue v0.20.0 is the latest release. CI should verify the operator's Kueue integration against it. I checked the compatibility of the operator and its E2E tests with v0.20.0: - Kueue v0.20.0 no longer serves `kueue.x-k8s.io/v1beta1`. The operator (`KUEUE_API_VERSION`, `kueue/v1beta2/*`) and `tests/e2e/kueue/*` already use `v1beta2`. - The default `kueue-manager-config` of v0.20.0 differs from v0.19.4 only in the commented `waitForPodsReady` example. It still has no active `waitForPodsReady`, so the `Install Kueue` step in CI, which fails if the key is configured already, works as before. - The other breaking changes (AFS, DRA, `pods` resource transformation) are not used by the operator. ### Does this PR introduce _any_ user-facing change? No. This changes only the Kueue version used by CI. ### How was this patch tested?
