### What changes were proposed in this pull request? This PR aims to support `spec.suspend` for a running `SparkApplication`. - Add `AppSuspendStep`, which moves a running application to `Suspended` and releases its driver, executors, and Kueue `Workload`. When `spec.suspend` is set back to `false`, it starts a new attempt from `Submitted` with `ApplicationStatus#resume`. - Route `Suspended` to `AppSuspendStep` in `SparkAppReconciler`, and skip the restart backoff for a resumed attempt in `AppInitStep`. - Update the documentation and the e2e tests. ### Why are the changes needed? Currently, `spec.suspend` takes effect only before the driver is requested. So a running attempt keeps its resources, including its Kueue quota, until it ends. A running `SparkCluster` can already be suspended. ### Does this PR introduce _any_ user-facing change? Yes, within the unreleased `spec.suspend`. Setting `spec.suspend` to `true` now stops the running attempt of a `SparkApplication`, and setting it back to `false` starts a new attempt. There is no change compared to [1.0.0](https://github.com/apache/spark-kubernetes-operator/releases/tag/1.0.0) (2026-07-23), which has no `spec.suspend`. ### How was this patch tested? Pass the CIs with the newly added test cases. ### Was this patch authored or co-authored using generative AI tooling?
