Change `.version("5.0.0")` to `.version("4.3.0")` for two SQL configs:
- `spark.sql.files.archive.reader.enabled` (added in SPARK-57135)
- `spark.sql.streaming.stateStore.snapshotToCleanupThreadRatio` (added in
SPARK-56498)
### Why are the changes needed?
Both configs are already on `branch-4.3` (they are part of `v4.3.0-rc2`), so
they first ship in Spark 4.3.0, not 5.0.0. They are the only configs on
`branch-4.3` annotated with `5.0.0`. `branch-4.x` carries the same wrong
annotation, so this should be merged to `master`, `branch-4.x`, and
`branch-4.3`.
### Does this PR introduce _any_ user-facing change?
No functional change. The "since version" reported for
`spark.sql.files.archive.reader.enabled` (e.g. in the generated configuration
docs and `SET -v`) changes from 5.0.0 to 4.3.0. The other config is internal.
### How was this patch tested?
Annotation-only change; no new tests. Verified with `git grep
'version("5.0.0")'` that these are the only two such configs on `branch-4.3`.
