### What changes were proposed in this pull request? Update the JDBC documentation to correctly reflect PostgreSQL's support for the truncate option. PostgreSQL truncation appears to have been supported since Spark 2.3 ([PostgresDialect.scala](https://github.com/apache/spark/blob/4be566062defa249435c4d72eb106fe7b933e023/sql/core/src/main/scala/org/apache/spark/sql/jdbc/PostgresDialect.scala#L105)), but the documentation still states that it is unsupported. We have also verified that truncation works in our own Spark pipelines. ### Why are the changes needed? The current documentation incorrectly states that PostgresDialect does not support the truncate option, which may mislead users about its actual behavior. ### Does this PR introduce _any_ user-facing change? There are no changes to runtime behavior or APIs. ### How was this patch tested? This change has not been tested, since it is documentation only. ### Was this patch authored or co-authored using generative AI tooling? ChatGPT was used to help draft and refine the PR description. -- This is an automated message from the Apache Git Service.
