Extracted `V1CommandUtils` and `ResolvedV1CommandIdentifier` into separate
Catalyst files, with callers using the helpers directly. Both helpers are
independent of the fixed-point analyzer rule. All 120 existing tests and
Catalyst/SQL style checks pass.
