This PR only changes column-vector ownership in
`org.apache.spark.sql.execution.vectorized` and the vectorized Parquet tests.
The state data source that `StateDataSourceTransformWithStateSuiteCheckpointV2`
exercises does not use the changed vector classes or the vectorized Parquet
reader directly, so the failure looks unrelated and re-running the failed job
is reasonable. If it fails again, please share the failing test name and error
so it can be checked against this change.
