Review comments addressed; ready for another pass. [0f7bd96](https://github.com/apache/spark/commit/0f7bd96e394f39e0fae5f2c19c68525c1389da49) replaces the unreachable double-failure test with a divisor-scale retry-bound regression. The new test fails when the divisor-scale term is removed from the bound. Local SBT validation: all 41 DecimalSuite tests and 38 ArithmeticExpressionSuite tests passed, along with relevant Scala style checks.
