This PR is intended as a temporary measure to bring Spark's GitHub Actions runner usage within the [ASF policy limits](https://infra.apache.org/github-actions-policy.html). Based on the usage estimates above, running master post-merge CI on one in ten commits should give us some immediate headroom. We should continue exploring more stable, long-term approaches that keep CI usage within budget while preserving test coverage, such as finer-grained test selection and improvements to pre-merge CI. -- This is an automated message from the Apache Git Service.
