@dongjoon-hyun AFAIK, for per-commit sampling, adding a skip instruction to the commit message as described in [GitHub's documentation](https://docs.github.com/en/actions/how-tos/manage-workflow-runs/skip-workflow-runs) is the only way to prevent an `on: push` workflow from starting entirely, so sampled-out CI does not leave a misleading green/red status on the commit page. That requires updating the final commit message before pushing. In our merge flow, `merge_spark_pr.py` is the place that creates and controls that message, so the skip decision needs to be applied there. We could move the CI policy into a separate helper script, but the merge script would still need to apply its result to the commit message. -- This is an automated message from the Apache Git Service.
