Hey @zsxwing @tdas, due to the recent `dev/run-tests` refactoring I think
that we're going to have to update the `run-tests` `python` module so that it
declares a dependency on `streaming-kafka`. This will be necessary in order
for changes to the Kafka Streaming module to trigger Python tests.
