@andrewor14, I had a great chat with @tnachen yesterday and went through
the code of this PR. There are some subtle interactions. I'd be very happy to
jump on a hangout with you to answer any questions you may have. I'd really
like to push this in time for 1.5.
I tried to organize the code a bit, so the "applicationRemoved" feature is
self-contained and introduced in the last commit. It should be easy to review
separately.
