I don't think it would be super-hard to have the PR script automatically
warn us when merging a PR that has failed its most recent test run (or which
hasn't been tested in the past N days), so I've filed
https://issues.apache.org/jira/browse/SPARK-8722 to do this (I might be able to
hack this together really quickly using some of the code from spark-prs).
