Hi @jerryshao thanks for working on this. I did have one larger design
question, about what to do when there are too many black listed executors ...
though I'm not sure I have a better suggestion at the moment.
I also think you need to add a test to `TaskSetManagerSuite`.
But overall this is looking promising.
