[SPARK-8840][SparkR] Add float coercion on SparkR

Currently the type coercion rules don't include float type. This PR simply
adds it.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/viirya/spark-1 add_r_float_coercion
