From the abstract .. It seems you wanted to restrict it specifically for 5.
Otherwise both
while (numPartitions > scale + math.ceil(1.0 * numPartitions / scale))
or
while (numPartitions > scale + numPartitions / scale + 1 )
would work.
I shall generate a new pull with your suggest way ASAP.
