I thought some more about the various options, and I also tested them out
on some other workloads I have w/ failure injections. All options seemed to
work. I find that I am slightly leaning towards option 2:
```
if (runningStages.contains(shuffleStage) &&
(shuffleStage.pendingTasks.isEmpty || shuffleStage.isAvailable)) {
```
but I can't say that I have any good reasons for favoring one or the other.
What do you think? I think we can also try to bring in more reviewers at this
point, I think we're close enough it would be good to get a dag scheduler
maintainer to take a look at this point.
